本建築於1936年開工，同年12月落成，當時主要作為集會、迎賓、招待所之用。然而隨著時空歷史的演變， 1945年為國民政府委員會住所，1999年改建為新竹玻璃工藝博物館。玻工館的成立，旨在結合文化與觀光資源，協助新竹玻璃產業升級，讓民眾及業者參與並瞭解新竹玻璃產業的開發與應用。
The building began construction in 1936 and was completed in December of the same year. It initially served as a venue for gatherings and receptions. Over time, its purpose changed. In 1945, it became the residence of the National Government Committee. In 1999, the building was renovated and repurposed as the Glass Museum of Hsinchu City. The museum was established to combine cultural and tourism resources, supporting the development of the Hsinchu glass industry, and providing opportunities for the public and industry professionals to engage with and understand the development and application of Hsinchu's glass industry.
